Subject: [PATCH 1/2] Server: announcements to one player, card only;
 owner-defined chat commands

- announce-to <player> <text>: the announcement card goes to that player only.
- Announcements are no longer posted in chat, only shown as the card; the
  now pointless "card" setting is gone (old files' value is ignored).
- ReSkateServer.json "commands": the owner's own /commands, each with a reply
  and/or server commands run as the console ({player}, {map}, {arg}), an
  optional admin-only flag, and never listed in /help.

Subject: [PATCH 2/2] Overlay: show :emotes: on the announcement and poll cards

The cards drew their text plainly, so ":Catato:" showed as written. The
announcement text, the poll question and each answer now go through the
chat's emote layout (chat_rich.h); text without a known emote is drawn as
before.
