AyeZeeBB e1e6baca8c Launcher: warn before starting from a game folder with non-ASCII characters in its path ...

The game finds its own folder with the ANSI GetModuleFileNameA and decodes it as UTF-8, so a path
with Cyrillic, accented or Japanese characters (often a OneDrive folder) crashes it on start
(Skate.exe+0x18df4cf in Sentry). The launcher now says so and asks before starting; No is the default.
