AstronautCheetah b69ea9fe65 feat(i18n): English-only contributions welcome; translations tracked, reviewed and required before a release
- CONTRIBUTING, the pull request template and locale/README: English only is fine; the
  maintainers translate before the release.
- CI: on a pull request, an out-of-date translation template is a warning (the template test
is skipped there, FRAME_TWEAKS_I18N_LENIENT); on main it still fails.
- tests/test_marked_text.py: Qt text in the window and the tweaks' Qt programs is marked for
translation (literals and f-strings with words; markup and names aside).
- Translations workflow: after each change on main, one "Translations needed" issue lists each
language's missing texts and its count needing review; closed when all are complete.
- Release workflow: stops unless the template is current and every language complete
(dev/i18n.py stats --strict); "Release with texts not translated yet" overrides it.
- dev/i18n.py: a "# needs review" mark (a translator comment): such a translation is shown,
but counted apart (stats, report); import --needs-review / --reviewed, export --review.

Roadmap: review the SteamOS kernel move from 6.18 to 7.2.

What and why

How I tested it

Checklist

  • dev/check.sh passes (it runs what CI runs)
  • Changed a manifest (a tweak's README front matter)? I ran dev/gen-docs.py
  • Changed text the window or a program shows? It's marked (_("…"), t '…'), and I ran dev/i18n.py extract (or a maintainer will)
  • English only: I didn't translate (that's fine; the maintainers do it before the release)
  • Anything users will notice is in CHANGELOG.md under "Unreleased"
