Unify January frame statistics counter ownership across consumers
Replace twelve incompatible local views with the complete shared 0x170-byte January record. Preserve linker-common storage, runtime sections, ABI, relocation ownership and existing unsigned Models arithmetic. Add VC7 layout/type/linkage tests with negative controls and wrap-boundary execution coverage. Full suite: 1009 passed, 2 skipped, 26 subtests. Strict whole-tree comparison: zero gains and zero regressions; adjusted exact code remains 930074 bytes.
