In several parts of the IR we have cases where code accesses header SSA
arguments via:

Op->Header.Args[index]

which can be quite noisy when repeated quite a bit.

This adds member functions to the IR ops that have SSA arguments, that
allow it to simply be:

Op->Args(index)
