dim-ghub dea1d5fd59 test(vr): cover handing present dependencies to the GPU 
Move the empty wait-and-signal batch into internal::ChainPresentDependencies,
like WaitForPresentDependencies, and test that it waits on every present
semaphore, signals the replacement, never blocks the CPU, and leaves a failed
submit to the guest.
