Leonardo Feitosa 813480c5a3 docs: publish every public text in Portuguese and English 
Adds CHANGELOG.en.md and CONTRIBUTING.en.md with language switches, makes
the pull request template bilingual and builds release notes from both
changelogs. The automatic AnyPS5 update writes both changelogs and
notifies in both languages.
