OpenVR SDK dependency

Source: https://github.com/ValveSoftware/openvr

This directory contains the OpenVR header and Linux ARM64 runtime library used by the native host. It was moved from the original prototype without changing the dependency files. See LICENSE for Valve's license. Keep the header and library together when updating the SDK.
