Madison 6be73ed41a Don't start the VR build when it is reinstalled ...

The updater's receiver starts the game on MY_PACKAGE_REPLACED. On a
shared headset every install of the VR APK then launched Halo in a new
task, and SteamVR quit whichever scene app was running for it. The VR
flavor's manifest removes the receiver.
