KB b00179805f community: add contributing, security, conduct, roadmap and templates

Add the files a public project needs and nothing more: CONTRIBUTING.md
(with the licence rules contributions must respect), SECURITY.md with
private vulnerability reporting, the Contributor Covenant code of conduct,
a short honest roadmap, and GitHub issue and pull-request templates.
