NUEEX 0eab5f7f6c Consolidate licensing docs and remove personal build paths ...

Move essential provenance, contributor and distribution requirements into
LICENSING.md; remove the review/validation reports and fix references and
scope entries. Preserve the exact historical MIT notice, third-party credits
and unresolved libjbc permissions.

Use a portable resource label and generic profile-path checks instead of a
personal Windows path and developer identifier. Production output remains
byte-identical; path-scanner cases and the 150-file licensing inventory pass.
