NUEEX 164e3fb007 Clean unused development tools and document reproducible source builds ...

Remove 17 unused preview, test, legacy delivery, resource-extraction and font files whose removal does not affect application builds. Retain production build, inspection, runtime and package validation tools and editable artwork.

Add BUILD.md, correct source availability in README, support external SDKs in CMake, make the Make wrapper default to production, and fix compiler path / LLD discovery and nested output directories.

Validation: fresh GitHub checkout; pinned SDK archive verified and freshly extracted; Windows production PKG build, validation and independent extraction; diagnostic build; CMake portable library build. Production ELF, OELF, eboot.bin and every staged runtime/metadata payload match the pre-cleanup GitHub build byte-for-byte. No application source, headers or libjbc integration changed.
