Adubbz 0db5ea28a4 Split the cloth file reader out of dataread ...

dataread's .rodata holds two runs: @234..@468, reached only by the
archive readers, and @187..@255 on the padded 0x00299180, reached first
by InitCloth. Its .data agrees -- CurrentDir and LoadFile2's templates
end at 0x002517A0, where the cloth command tables begin.

So the tail from 0x0013F9C0 is its own object: InitCloth, the nine
cloth-description commands and the parser they share. It takes the unit
name counter that was pinned for it, 187, and dataread gets its own, 234.

Adds tu_rodata_runs.py, which reads those runs out of every unit and
names the first function that reaches each.
