MikePinku 49e8130297 Bump WKAL_VERSION to 0.7.1 and guard the tag/version match ...

The release version comes from include/wkali.h, not the git tag, so the
first v0.7.1 run published assets labelled 0.7.0. Bump the header and
fail the build up front when a v* tag disagrees with the computed
version.
