lib/needs.py (installed beside i18n.py): a dialog (shown in VR too, where a notification goes
unseen) saying what's missing, with "Open Frame Tweaks", which starts the window on that
tweak's page (./install.sh gui --show ID; a window already open goes to it). Used by Arrow
Pad's 🎤 (Dictation) and Snip (Screen snip) buttons, and Screen snip's Narrate (the Speech
engine) and Copy text / Narrate (Tesseract: reinstall Screen snip). They used to show only
a notification.
