Ryan Houdek 8e6060827e OpcodeDispatcher: Fixes swapgs on 32-bit 
It was returning the incorrect implementation on 32-bit. Copies the
system instruction test to 32-bit with proper fixups for 32-bit support
as well. Technically this changes codegen but wasn't seen in practice so
save a number bump.
