"about": "C2c Library catalogue (HA §10.4; PLAN §1.7 default profile). Every rule is behind wp.c2c. Only the attended poster (gamepad focus, or the laser's 80 ms dwell) pops, +15 mm, non-interactive, on a liquid slab; the posters are 172 x 258, so rule 2's click-safe cap (s = 172) admits +15; the More circle (60 visible) rides the poster's crop and, if the reporter counts it as the smallest focusable, the cap lowers the pop to +10, as HA §10.4 allows. While a menu or the Filters sheet is open only modal rules pop (rule 6, C1c's frames), so the source poster sits at 0. Collection tiles behave like posters: since round R2 40-library.js makes each tile a dwell host (data-lgs-dwell), so the laser's dwell attends the tile itself (Steam's tile is a role=link div that P3's default dwell selector skipped). The window, its tab track, the sub-filter, the scrubber and the ornament stay at 0: the track is drawn on %{TabRow}::before, so the legacy 'tabs' rule (the wrapper's ::after) finds nothing on library routes. 'sort-filter' (Steam's laser pill, now a toolbar trailing group on the window plane, D-C2c-12) is superseded while wp.c2c is on. 'tab-arrow' (Phase 1's 4.43 mm pop of the ‹ › circles, outside PLAN §1.7's depth set) matches only the library and Steam's own Home tab rows, so it is superseded too while wp.c2c is on (C2a does the same behind wp.c2a). The legacy 'card' rule is shared (library, Home, search: reporter.md §3.5) and pops a poster that keeps Steam's stale .gpfocus under the laser at 2.95 mm (review R2 M20); it cannot be superseded for the library alone, so 40-library.js marks the library root data-lgs-lib=\"c2c\" while wp.c2c is on and REQ C2c->P6 asks for the legacy rule's exclude '[data-lgs-lib] %{LibraryItemBox}, [data-lgs-lib] %{Collection}' (it then comes back with the flag off).",
