fix: pad the 128px icon as the Chrome Web Store requires

Chrome's guidelines ask for 96x96 artwork with 16px of transparent
padding in the 128px icon, which shows in the install dialog and on
the extensions page. The 16-48px toolbar sizes stay unpadded.
