AyeZeeBB 1ba5c8ef28 Server: an admin's tool locks outlast leaving, and a throwdown-locks change mid-throwdown changes only the difference
A lock an admin sets is kept for the player's SteamID until unlocked or the server restarts, so
leaving and joining again no longer lifts it: they are locked again and told on joining. lock and
unlock take a player who is not here by SteamID64 (unlock also by the name they had), and locks
lists them as not here. A throwdown's own locks still end when the player leaves. Changing
throwdown-locks while a throwdown runs unlocks and locks just the tools that changed for its
players, saying the setting changed instead of that their throwdown is over.
